Welcome to Rays Dominoes. These Terms and Conditions ("Terms", "Agreement") constitute a legally binding agreement made between you, whether personally or on behalf of an entity ("you", "User"), and Rayboomboomroom LLC ("Company", "we", "us", or "our"), concerning your access to and use of the Rays Dominoes mobile application and the web portal managed at raydominos.reaboomboomroom.com (collectively, the "Platform").

Please read this Agreement carefully. By accessing or downloading the Platform, you agree to be bound by all of these Terms. If you do not agree, you are strictly prohibited from using the Platform and must delete it immediately.

1. Eligibility and Geographic Restrictions

1.1 Age Limit: You must be at least eighteen (18) years of age to download, register, or use this Platform.

1.2 Geographic Limit: Account registration and regular non-paid domino play are available globally. Wallet funding and spending, reward keys and points, saved reward ads, memberships, and tournament participation are restricted to users whose server-verified IP location is within the United States, Canada, or Mexico, unless an approved account override applies. Cash tournaments remain unavailable in the restricted U.S. states listed below. VPN or location-masking use to bypass a restricted-feature decision is prohibited.

2. Identity and Account Verification

2.1 Mandatory Verification: To participate in paid tournaments, redeem prizes, or request cash payouts, users must successfully complete identity verification.

2.2 Required Documents: Verification requires the submission of a valid, unexpired government-issued photo ID along with a live facial photo verification scan.

2.3 Accuracy: You agree to provide true, current, and complete identification details. Falsifying structural identity records will lead to immediate permanent ban and potential legal prosecution.

3. The Triple-Wallet System and Financial Rules

Predetermined Cash Tournament Prizes: For tournaments of 45 players, first place gets $225 and second place gets $125. For tournaments of 150 players, first place gets $500, second place gets $250, and third place gets $150. For tournaments of 256 players, first place gets $1000, second place gets $500, third place gets $250, and fourth through seventh place gets $50 each. Specific tournament payout details are shown before entry and may vary by tournament format, player count, and posted prize rules.

Prize Distribution and Verification Disclaimer: Prize payouts may take up to 48 hours to be released. This period is used to verify your photo identification and confirm your physical location, including state and country, at the time of gameplay. Once verified, winnings can be issued via check, money order, or Western Union.

Promotional Prize Claims: For non-monetary promotional prizes such as cruises, theme park packages, event tickets, or relaxing trips, Rays Dominoes will email the verified winner a certificate number or claim instructions to unlock the prize. Winners may browse potential destination options on the demo website at tpo.vipticketpro.com/SelTicketOption.aspx. Non-monetary prize claims remain subject to identity verification, location confirmation, posted prize rules, and administrative review.

Balance Control: Approved payout funds over $2,000 must be drawn down within 7 days after approval. Rayboomboomroom LLC may require or initiate additional payout processing, hold further prize releases, or restrict additional withdrawal approvals until the approved payout balance is reduced to $2,000 or less.

4. Tiers of Membership ("JOIN" Protocol)

4.1 Low Tier Membership: Low Tier Membership is $30 per month and includes scheduled monthly tournament access and removed video ads. Banner ads still apply.

4.2 High Tier Membership: High Tier Membership is $40 per month and includes scheduled monthly tournament access, removed video ads, and High Tier promotional prizes such as cruises, theme park packages, or event tickets. Banner ads still apply.

4.3 Ad Policy Retention: Video ads are removed for both Low Tier and High Tier active members. Static digital banners will remain live on the interface layout.

4.4 Promotional Prize Cadence: Promotional travel and experience prizes are structured as follows: monthly for Months 1 through 4 of your consecutive membership tier, shifting to a recurring cadence of once every six (6) months from Month 5 forward.

5. Tournament Regulations and Discovery Schedules

5.1 The Main Event Schedule: Official tournaments are rigidly scheduled to take place on the 3rd Saturday of every calendar month at exactly 7:00 PM Eastern Standard Time (EST).

5.2 Cancellation and No-Show Policy: All tournament entries are executed with finality. No refunds, partial credits, or entry ticket rollovers will be issued if a user fails to log in or compete during the locked tournament timeframe.

5.3 Spectator Mode: Spectator Mode allows users to view active matches and tournament tables without joining a player's seat. Spectating does not create tournament entry, payout eligibility, prize eligibility, or any ownership right in the match being watched.

5.4 Ordinary Entry Payment: For an eligible paid tournament, the player may choose whether to apply available points and/or Domino Bucks. If those balances do not cover the entry, the player may pay the exact remaining cash amount through Xsolla. Selected balances and a seat may be reserved for up to 30 minutes while payment is pending. Registration is confirmed only after authoritative payment confirmation. Expired or failed checkouts release reservations. A late successful payment received after capacity is reached is placed in administrative refund review without consuming the selected balances.

6. One-Time $140 Monthly Tournament + Promotional Prize Package

6.1 Package: When enabled and advertised for the current monthly tournament, the Monthly Tournament + Promotional Prize package is a fixed $140 one-time, non-recurring purchase. It provides one seat in that monthly tournament, the specifically advertised guaranteed promotional prize for the verified purchaser, and High membership benefits for 30 days.

6.2 Play or Donate: Before purchase, the purchaser chooses to play or donate the included monthly tournament seat. Donating transfers only the seat. The purchaser retains the guaranteed promotional prize and High membership benefits. An administrator assigns a donated seat to an eligible, verified player before registration closes; the recipient receives no prize or membership rights.

6.3 Verification and Claim: Prize ownership remains with the purchaser and is subject to identity, age, location, tax, claim-deadline, and fulfillment verification. The posted prize title, description, claim instructions, quantity, and deadline are disclosed before checkout. Prize fulfillment states may include pending verification, approved, sent, claimed, rejected, or reversed.

6.4 Capacity and Reversals: Only one Monthly Tournament + Promotional Prize package may be purchased by the same user for the same tournament, and sales stop at the configured package or seat capacity. A refund or chargeback reverses unused membership time and unused seat rights. Completed tournament play or a sent/claimed prize requires administrative review. Except where law or an approved payment reversal requires otherwise, purchases are final.

7. Winner Determination Process

6.1 Skill-Based Results Only: Tournament winners are determined only by skill-based match results inside the Rays Dominoes tournament bracket. Winners are not selected by chance, raffle, lottery, random draw, sweepstakes, or entry-fee pooling.

6.2 Tournament Flow: A user registers for an eligible tournament. The system or administrator confirms age, location, identity, and payment eligibility where required. Eligible players are placed into the tournament bracket. Matches are played under the selected domino mode and posted tournament rules. Match results are based on score, win/loss outcome, and bracket advancement. Winners advance through bracket rounds until final placements are determined. Rayboomboomroom LLC may review tournament records before approving any prize payout or prize claim.

6.3 Preset Prize Notice: The payout or prize shown for a tournament is preset before the event begins. Prize amounts are not funded by entry fees, membership fees, or a player-funded pot.

6.4 Prohibited Territory Disclaimer: If the user is located in a prohibited territory, they may not participate in the game or tournament. It is the user's responsibility to determine whether the state, country, territory, or jurisdiction in which they are located is a prohibited territory.

6.5 Cash Tournament Restricted States: Cash tournaments are currently unavailable in Arizona, Arkansas, Connecticut, Delaware, Louisiana, Montana, South Carolina, South Dakota, and Tennessee.

6.6 Tax Responsibility: Winners are solely responsible for all taxes, filings, reporting duties, and government obligations arising from cash prizes or non-cash prizes. Rayboomboomroom LLC does not provide tax advice and is not responsible for winner tax liabilities.

8. Skill-Based Gaming Compliance

7.1 Predominance of Skill: Rays Dominoes is entirely designed, structured, and operated as a game of skill. Chance elements are completely secondary to player calculation, strategy, and execution. By participating, you acknowledge that outcomes depend on your relative skill set compared to other competitors.

9. Limitation of Liability and Disclaimer

8.1 "As-Is" Service: The Platform is provided on an "as-is" and "as-available" basis. Rayboomboomroom LLC explicitly disclaims any warranties of any kind.

8.2 Limitation: In no event shall Rayboomboomroom LLC, its owners, or directors be held liable for any direct, indirect, incidental, or consequential damages resulting from app downtime, loss of play data, or transaction interruptions.

10. Governing Law

9.1 This Agreement and any operational disputes arising out of Platform use shall be governed strictly by the laws of the United States, without regard to conflict of law principles.
